The phrase means "Danger! Do not enter!"

So, people keep using this as a bench.
The phrase, 腰掛けとしての強度はありません, is somewhat funny for a warning like this. It's too polite, or even scientific. I would write 座るとへこみます or 座ったらつぶれます.
